Minister suggests Schedule 3 will not be implemented in April 2014

Dan Rogerson, Parliamentary Under Secretary of State yesterday suggested that Government was unlikely to implement Schedule 3 of the Flood and Water Management Act by April 2014. He said, Regrettably, it is looking increasingly unlikely that we will be in a position to ensure that the scheme comes into force this April, which was our preferred date for implementation as stated previously”.  He went on to say “… I remain committed to introducing the legislation at the earliest opportunity. I plan to lay the relevant affirmative regulations by April, to underline the Government’s commitment to addressing flood risk”

 

The minister states that it’s taken time to collaboratively develop the processes, standards and guidance which is preferable to simply imposing them. This should then develop an approach that is fair to all parties where local government and developers are prepared to take on their new responsibilities.
